Chief Apostle Dr. Lisa Waller, a native of Knoxville, Tennessee, was born to the late Marion Joyce Parker and Richard Alfonzo Blair. In 1989, she entered the United States military, which led her to the West Coast. There she encountered a small but powerful ministry, Greater Antioch Church of God in Christ, under the leadership of Dr. A.D. Cooper and Dr. Ozell Cooper. It was at this church that she was born again. Under the guidance of their daughter, Evangelist Gloria Cooper, she was discipled and learned how to walk as a woman of God.

In 2003, she returned to the East Coast, settling in Newport News, Virginia. In 2004, she married Apostle Anthony Waller, and the following year she was licensed as an Evangelist under the Church of God in Christ. In 2009, while visiting a church in Whiteville, North Carolina, she received the call to the pastoral office. After much prayer, she obeyed and founded House of Blessings Holiness Church, Inc., being ordained by Apostle Dr. Denise Clewis.

In 2011, her call as a Governing Apostle was confirmed, commissioned, and mantled. She was chosen by God “to uproot, to tear down, to destroy and overthrow, to build and to plant.” Chief Apostle Waller wears several mantles and is deeply committed to equipping the Body of Christ to walk in their God-given authority and power.

Her ministry leadership extends beyond the local church. In May 2011, she was invited to join the National Association of Professional Women (NAPW), and by April 2012 she was serving as President of the Newport News chapter. She has licensed, ordained, and trained many disciples of Christ to walk faithfully in their callings. In addition to overseeing multiple ministries, she also established a second House of Blessings location in Williamsburg, Virginia.

In April 2022, she launched the Kingdom Prophet Institute, a fully accredited satellite school designed to educate, equip, and mantle God’s servants for prophetic and apostolic ministry. That same year, she received her Doctorate degree from C2C Equipping College under Dr. Dwyane and Dr. Tracy Waterford, fulfilling God’s call for higher equipping.

In January 2025, Chief Apostle Waller founded the Greater International Apostolic Ministry Equipping Center (Great I AM), which now serves as headquarters for the many ministries under her covering. This international ministry fulfills a vision God gave her in November 2011 during prayer, to mantle and equip leaders across the Kingdom.

Chief Apostle Waller gives all glory to God for her life and ministry. She resides in Williamsburg, Virginia, with her husband Apostle Anthony Waller and their two younger children, Josiah and Genesis. Together, they are blessed with five adult children and twenty-three grandchildren.
